Hoare began his artistic training in London under the tutelage of a local artist, and later studied in Italy. He returned to England in 1738 and became a successful portrait painter, working in a Neoclassical style.

Hoare was best known for his portraits of the English aristocracy and royalty, including King George II, the Prince of Wales, and the Duke and Duchess of Bedford. He was also a popular portrait painter of literary figures, such as Jonathan Swift and Alexander Pope.
